Your sago palm leaves look infected ask your seed provider to suggest a good spray plus control the water supply ,your plant is in full shade try tu dry out the soil.
Dig a circle around your sago palm around 1 and 1\2 feet deep add some rotten cow manure and close it and then water it make sure not to use too much manure

Radius of 1 feet should be kept from the trunk of your sago palm for the circlular dig

I had the same problem with one of my sago palms on enquiry from a PHA supervisor this is what he suggested.
My sago palm is alive and well with just one problem left it only produces 1 stack of leaves per year I guess this is due to the absence of direct sun light. I repeat this process every winter for only this sago palm

and yes the reason for one time growth of new leaves in a year is only the lack of sun light...but i guess lahore temperature is very good for the sagos like karachi...my friends sago gives three times new leaves in karachi....

Growing period in Karachi is much longer than say Lahore. Here in Lahore plnts are stressed by cold in winter and along period of heat. I am associated with Mangoes since child hood, I was surprised that a Maongo tree I planted in Mauripur Karachi got as big in 4 years as it would in Lahore in 15 years,4th year it had over 30Kg fruit.
