Can we add cemant sand or black sand in our sowing media to improve draining and which ratio

If your soil is clay type then it will make the situation worse, use compost...

Clay is sticky and when sand is mixed it becomes adobe, this material holds water for many days if wet and if it is dry it becomes resistant to absorbing water.. why it happens because the minute air voids between sand particles become clogged with clay...

However, if you add a lot of sand or add clay into bed of sand then it is a different story...
