how to sow raspberry plant

my daughter bought a raspberry plant from UK.The instructions on the carton are to remove the packaging and soak the plant (whose roots r in the soil within a polythene sheet )in a bucket of water for 1 hour.Then dig a hole in the soil and put the plant in it and cover with soil.My question is should we have to remove only the outer cardboard carton or we have to remove inner polythene wrapping as well,bcoz if we remove inner sheet all the soil will dissolve in the bucket,so confused can anyone suggest the right procedure.jazakallah

I suggest planting it and then drenching the soil
