Transplanting is more dependent on seedling size/age then time in a growing season. If you are worried about weather, then employ hardening off technique.
Seedlings transplant better when the are smallish. As soon as you think you can handle it (comfortable size), Go ahead.
Now a days weather is perfect for transplanting. Caution not to expose to frost if you are experiencing some.

You are saying 100% right that transplanting dependent on seedling size, weather and proper time of transplanting. I know that when Petunia's have three or four leaves you can transplant into little pots but I am little bit worried about Petunia Seedling because its Thompson & Morgan seeds first time I will grow it. Again thanks for your suggestion, experience and advice.
