Welcome. As Farhan said gardening is not an expensive hobby unless you want it to be one. My suggestion is you start with basics. I am new starter too and trying to learn using this forum. To get expert and targeted guidance from experts on this forum, share what you have got in terms of space, duration of sunlight available, your interests in type of plants, like, seasonals, perennials, vines, etc.
In seasonal flowers, you can try portulaca, zinnia, cosmos, coleus, mirabilis, etc.
Since you are new wait for the panirees to be available at nurseries and sow them in your kayarees or pots, instead of going for seeds. At this time of season you may go for sowing portulaca and zinnia from seeds, if you are interested.
Happy gardening and best of luck.
Javed Ashraf.
