If its Indian Dahlia.....Buds will grow bigger. it takes time

There is lot of discussion about fertilizers, kindly see the fertilization section
Addition of Cow manure as well as little feeding of NPK is said to do the job for annuals.(NPK being almost complete fertilizer)

Remember plant will bear many blooms only if its a healthy/bushier plant. It is not possible that lanky plant produces many bloom if fed with some TONIC :-). SO your endeavor, must be to make your plant as healthy as possible. Provide it all the nutrients(N-P-K being fundamental), respect the weather requirement of the plant(exposure and temperature) and correct sowing times so that plant has time to grow. lastly provide good soil medium in terms of porosity, water retention as well as drainage.

Potassium is said to effect flowering which is a myth, however there are some chemicals in the market claiming to boost flowering but my knowledge is limited there.

The tools that you have are

Good Media
Fertilization
Pinching
Hoeing
Deadheading
