What does it mean by 10 inch pot? By 10 inch pot what is referred, height or diameter?

I want to know the common practice for measuring pots which is excercised in Pakistan like nursery walas and shopkeepers....

Its the diameter... the size could be different.. in Karachi there are two main types one is "12 inch bottle" and other is "12 inch special"... "Bottle" refers to clay pot having more or less same diameter of base and top, while "special" refers to the narrow based pots..
