i plant healthy bulb 20 days ago but still no growing,i water them regularly is it right

you are over watering, stop immediately and wait for germination which i think not possible now.
watering at the time of sowing and wait for germination.

BTW sometime they do sometimes sprout late, please check your bulbs, if they are firm then just wait..

I did the same mistake then i took all bulbs out, let them dry and after 2 day i put them back few of them sprouted now after 25 days but few are still quite. so i learned just water once at the time of sow then wait till sprout.
check ur bulbs if they are healthy then leave them in and wait.
