These white pests are mealy bugs, look for ants, they are the main culprits which carry these otherwise sluggish insects to the plants, try the Garlic water mentioned in the above posts. for ants use Coopex if you dont have any cat.

Aoa Sqib these are not Aphids, these are Mealybugs a more serious threat than aphids.use Agritpos Eceta mepard.use it in the evening.spray it evenings cosectively.Inshallah ur problem will be solved.when mealys are finished they remain sticked to the plants.check thourly the result.after a week spray good quality foliar npk with micro nutients to promote the damaged plant growth again.if you have any pets keep away tem for a day from the sprayed plants after each spray.do not be mistaken by Imeda cleopard which is used foe aphids.

i had them on my zinnias and sunflowers earlier... i took most of them off the plants using a brush , then i sprayed them with a hose to get the left overs off , next i used a concoction of garlic, peppers, onions boiled in water then added dish washing liquid to it , let it sit for a day and prayed it next day and for the rest of the week after watering .. no sign of them coming back yet :)
good luck ! btw they do have a nasty tendency to spread to other plants

They are definitely carried by the black ants. I sprayed Maladec insecticide and the ants seemed to have disappeared, but the mealy's stayed till I physically removed them. They hit the chinese roses real bad right after their planting. Watch out for the insecticide because it burned the new sprouts of my Kingi palm.
