Possibilities....
1) It could be mites...look under leaves. Spray pesticide especially underside of leaves. One cause of mites is dry conditions. Wash your plants and try to keep them little humid. It helps deter mites.

2) whitefly and leaf curl disease transmitted through whitefly. Search for pest underside.
3) Magnesium deficiency. Add epsom Salt

Shimla hates too much watering.stop watering too much.

Does spray of water is necesary for plants if we are also spraying pesticide and fertilizers? And Does spray of water washes pesticide from leaves???

Did you spray any pesticide recently?
What potting mix you used? does it contains cow manure? does the potting mix smells slightly pungent?

Yes, I had sprayed the pesticide recently and want to know that spray of water is also essential. not having any pungent smell and cow manure is mixed in it. However, I don't know the ratio just mixed it randomly.

When applying pesticides, washing with water reduces the effectiveness..

It is not advisable to spray water on plants on regular basis. It causes fungus diseases. However sometimes spraying water/watering by sprinkling to clean them etc does not harm. Watering overhead also destroys flowers as they are delicate. Washed plant always looks good, but its the soil where water should be going.

After spraying pesticide if you spray water, it would reduce the effectiveness of pesticide as it will be washed away. Example if you spray pesticide before rain. It will be lost. There are some pesticide which are said to be absorbed through plant cells, but those specifically mentioned this on the label.
