Terra Cotta pots are valued for their living existence

that is "they breathe"...They allow good water drainage as well as air to the plant in the pot. In my limited knowledge, it is not suitable to completely seal the terra cotta pot for the purpose of water saving if that's why you want to do it. Alternately, You can use good soil medium which has better water retention capability.
However, i paint my terra cotta pots with normal oil paint(red/brown) for the purpose of better appearance as well as protection from water spoil(once watering pots and also from pot seepage). It also prevents excessive water seepage.
You will be required to freshen up the paint after six months to an year depending on abuse.
