My tree doesn't flower

Does anyone knows why my Poinciana (Delonix Regia, Gul Muhar) tree does not flower? It is seven years old and has been planted in full sun in my front lawn. I water it regularly and feed it with chemical fertilizers atleast every 2-3 months. Since three years it has started producing a few flowers but I see my neighbor's tree which is half the age of mine but studded with flowers.

When goggling about “Delonix Regia not blooming” I found this:
Delonix have a photoperiod problem: they will not bloom at all (or very sporadically) if they are subjected to bright street lighting at night, particularly above the crown. There was a celebrated case of this on South Miami Avenue in Pinecrest (near Fairchild) where a huge group of boulevard trees that had always flowered beautifully for years were arrested in their blooming when tall street lights along the boulevard were erected years ago. Community protests finally forced their removal a year or so ago and voila! The trees apparently bloomed riotously this spring as a result. (link)
May be it’s your case.
Other reasons maybe too much fertilization especially with high nitrogen.

Poincinia -> Legume family -> ability to absorb nitrogen from air -> if fertilized -> more leaf production -> less blooms.

So, don't fertilize it from now on and also don't water it from November till February..

I dont know about this tree.but i as in fruit trees i know they will never fruit if you apply too much nitrogen.stop fertilizers with high nitrogen per.feed with potash.potash results in good flowering.Izhar is right.acording to Izhar this tree also absorbs nitrogen from free air.so completly stop nitrogen as it promote foliage on the expense of flowers.

Some Plants don't flower as much as other of the same species.Although in some cases more fertilization results in lesser blooms and more vegetation in some plants (as in case of daylily) but it'd not cause them not to flower at all.

What Mir sb quoted is quite strange to me but it might be the reason.Check for street lights and see it it works.Give them a long dry period before their flowering season.

If nothing works,replace with a new one with better Genes.

Thank you guys, I think the fertilizer and too much of watering may be the problem as there isn't any street light over my tree.
