I have experienced that subject tab on the Menu Bar doesn't open,these days.Can Forum Management correct it or guide me?

I am unable to find 'start new topic' button. Tried from 3 different browsers but still same problem.

Another connected point is that after bookmarking a thread,whenever one exits through the back key-which is most usual,the bookmark of the thread is automatically removed. This could be modified.
