Is there a black rose?
No true black roses exist. Rose sold as black ones are really a dark maroon. These roses tend to get their petals badly scorched by the sun.

Rose hybridizes have tried for decades but not succeeded in producing two colors in roses - a true blue rose and a true black rose. Brig saheb is right the black rose is really a very dark maroon, almost black. You should be able to find these relatively easily in nurseries which carry roses. It's late now in the season.

True. There is no black rose. Similarly there is no blue rose also. But dark maroon / dark crimson and dark purple / deep lavender are termed as Black and Blue respectively while referring to or naming various roses.

There are quite a few commonly available dark maroon roses locally available in Pakistan which are sold by nursery guys as black rose. Most of them are not fragrant. The rose shown in the pic above is Abracadabra which is called Black Tiger by nursery walas.

What do you mean by Latin name? Are you talking about botanical name?
Exhibition name of this cultivar (shown in pic above) is Abracadabra. Registration name is KORhocsel. Also called Forkasu Porkasu. Registration name of a rose cultivar does not change but exhibition name may differ from country to country or distributor to distributor.

I read that true black roses grow only in Helfeti Turkey and are endangered. But i am yet to verify if it is true or not. However i did see pure green roses at changa Nursery Patoki this year in February.
