Help required in growing winter veggies

I was seeking some assistance in knowing my kitchen garden in a more better way. I have planted various veggies such as cauliflower, cabbages, peas, peppers, radishes but it seems that i cant control the weed. I mean before the seeds even started to germinate, weeds popped out and its now impossible for me to take care as im afraid I'll ruin the seedlings. i need suggestions on watering as i think i ve been watering too much... what should be the timetable for the following please;

Radishes,
Spinach,
Peas,
Carrots,

in my opinion do not water the plant even newly germinated plant with shower just water the soil .. water for just create mist in the soil .. do not add any fertilizer untill they get old for 3 weeks .. water at 10 am

may be a bit late for winter veggies but still same for other seed propogation.

weeds will only grow if you have used soil / compost. try sowing in cocopeat or other soil-less medium.
water well BEFORE SOWING SEEDS. let drain and sow seeds and lightly cover with same medium and spray
to moisten. keep moist and warm - wrap and seal in poly bag until germination.
