The pictures posted by you aren't showing any white flies.
Coopex Powder won't deter the white fly.
For thwarting white flies there are some organic options e.g imported Yellow sticky cards by William Sinclair available at Pride Seeds Lahore who can also send them to another city via VIP post through the receiver can pay on receipt of goods. These are available around Rs 700. Contact Ashfaq the proprieter at Pride Seeds at 0321-4613366.
or alternatively you can make your own sticky yellow cards which smudged with vaseline and posted on a stick near the leaves. You can also apply insecticidal soaps, neem oil sprays, citrus oil sprays but these would have to be done atleast twice or thrice during the day for 2 weeks as the adult male white fly tends to fly off the moment spraying is done.
If everything else fails then use a systemic pesticide like Confidor and follow by giving another after a week. Pesticide spraying should preferably be done in early morning or late in the evening as it's harmful for beneficial creatures like bees which aren't present during these times. Systemic means that the insecticide can penetrate the tissues of the plant and can kill the baby white nymphs present under the leaves.
Along with systemic pesticide advisable to use also a 'Contact pesticide' of a reputable company which can kill the adult white fly nymph. You would need to explain clearly to a knowledgeable person of a pesticide shop that apart from 'Confidor' a systemic spray you would also require a 'Contact type of a Pesticide' for white fly.

I have these problems with my plants specially roses, Strawberries, Mint, Cassandra. Look at the underside of leaves to find these tiny insects. I used to spray neem oil based insecticide which works fine. If possible try to isolate the plant to avoid spread.

As mentioned above in my post above that if one is interested in experimenting with organic options then insecticidal soup, neem and citrus oil sprays work but these have to be sprayed atleast twice during the day for a week to make it more effective. Also considering getting rid of effected leaves and burn them.
