I was told this is a heliconia but it finally flowered after a year and the bloom doesn't look like a heliconia. It is quite common I think since I've seen similar leaved plants many places in Lahore.

This is Alpinia zerumbet of the ginger family. Plant nurseries here sell it mostly as a cardamom plant.
