Looks like Carthamus oxyacantha or may be Carthamus tinctorius, safflower, a cousin of sunflower and thistle.

Khabbab. Aoa, hats off to you. A spilled Safflower seed that I use to feed my parrots, germinated on its own. I had never seen it before. I could sow a bed for flowers and use the seeds for my birds.

The web on plant is home of spider mites, treat them otherwise they will spread to your other plants.
