Pot size

It has been mentioned about the size of pot as 6 inch, 12 inch etc. Is it the height of the pot or the dia of the pot. And what about the rectangular pots which are 12 inch, 2 feet, 2.5 feet. If we are talking about watering or fertilizing them, how do we gauge in comparison to the round pots

size is mention in outer diameter...

Second portion, if we use one mug for 12 inch pot how much do we use for 2.5 ft long rectangular pot. Height is around 10 inches
