When to Trans plant?

May be other gardeners like me also keep changing layout of their garden?
Shifting of Perennials, when and how is the main problem.
The apparent answer is, when they are dormant, but is it true if so what is the sign of dormancy, is it inactivity (no new growth), or loss of foliage.
Most planting in the country is carried out at the onset of rainy season (the actively growing period).
My specific problem is shifting of;
Rose bushes, Crosendra, Calliandra and Gardenia

I shift plants a lot like you. I never pull out a plant during May-September. Roses can be shifted from December to January. Crosendra, gardenia also at the same time.

Keep as much gachi with the plants as possible. Always shift in evening. Give lots of water first 3 days. Avoid sun for newly shifted plant.

Shifting while dormancy is a good point but not necessary. For lahore, extreme heat from May to September is the real enemy, it combines transplant shock with "heat shock".
